TITLE: Licensing Program Coordinator
REPORTS TO: Unit Director
CLASSIFIED: Full-Time, Exempt
LOCATION: Yankton, SD


MISSION: To inspire and enable all young people, especially those who need us most, to realize their full potential as productive, responsible, and caring citizens.

JOB SUMMARY: The Licensing Program Coordinator is responsible for the overall daily leadership, management, and administration of the Club’s Academy (JK-5th Grade) programs. This position oversees programming quality, staff supervision, licensing compliance, family engagement, and budget management to ensure a safe, engaging, and developmentally appropriate environment that supports positive youth outcomes aligned with BGCA priority outcomes.

JOB DUTIES:
  • Oversee the daily operations of licensed Club programs, ensuring programming runs safely, efficiently, and at a high level.
  • Ensure programming is developmentally appropriate, engaging, and supports positive youth outcomes.
  • Recruit, hire, train, supervise, and evaluate program staff.
  • Provide on-the-spot coaching and reflective feedback to help staff grow professionally.
  • Facilitate regular staff meetings and support professional development.
  • Ensure full compliance with South Dakota Child Care Licensing requirements, BGCA standards, and BGCNP policies, including ratios, documentation, trainings, and health and safety practices.
  • Maintain accurate licensing documentation and coordinate inspections and reviews.
  • Supervise staff to ensure all personnel meet background check, training, and certification requirements.
  • Serve as a primary point of contact for families, building trust through clear, consistent, and professional communication.
  • Communicate regularly with parents through phone, email, and daily interactions.
  • Support youth social-emotional development and assist with behavior guidance and success plans.
  • Manage program budgets with fiscally responsible purchasing.
  • Implement, monitor, and track grant-funded programs, ensuring compliance with all reporting requirements.
  • Ensures an environment that facilitates cleanliness, attractiveness, and safety of members, properties, and equipment.
  • Participate in training, special programs, and/or events.
  • Attend 100% of monthly all staff meetings and bi-weekly one-on-one meetings.
  • Perform other duties as assigned.

HOURS OF OPERATION:
Note (FYI): The hours below reflect the Club’s overall hours of operation and are provided for your awareness only. They are not an expectation for the Licensing Program Coordinator to personally cover the full span each day.
Monday – Friday
  • Summer: 7:30 a.m. – 6:00 p.m.
  • School Year: 6:00 a.m. – 8:00 a.m. and after school until 6:00 p.m.
Occasional weeknight or weekend hours may be needed for special events, trainings, or family engagement activities.

EMPLOYMENT QUALIFICATIONS:
Per South Dakota Department of Social Services (DSS) Child Care Licensing, the Program Administrator must meet ONLY ONE of the following qualifications:
  • Bachelor’s degree in Early Childhood Education, Elementary Education, Education, or Human Development.
  • Two-year degree in Early Childhood Education.
  • Valid Child Development Associate (CDA) credential or similar recognized credential.
  • Certification in specific child-learning philosophy (e.g., Montessori) plus at least one year of experience in a licensed childcare setting.
  • Child Development Technician diploma.
  • Four years of verifiable experience in a licensed childcare center or school-age childcare program.
Additional requirements:
  • Experience working with youth ages birth through 5th grade.
  • Management and supervisory experience.
  • Understanding of behavior management principles and youth development best practices.
  • Ability to lead, coach, and develop a team.
  • Experience with state childcare licensing is a plus.
  • Bachelor’s degree from an accredited university is preferred.

PHYSICAL REQUIREMENTS:
  • Must be of the mental and physical capacity to observe, interact, and communicate with youth, staff, volunteers, and parents to ensure safety of the space and others, provide guidance and reflection per the Club priority outcomes and goals.
  • Ability to stand/sit for long periods of time throughout a shift.
  • Ability to operate various types of general office equipment including PC, telephone, copier, etc.
  • This position is considered a safety-sensitive position.
